The residential building has apartment modules which occasionally rotate around a spiral axis, giving all residents equal access to views and giving each resident a shot at living in the penthouse position for a while.

When an apartment reaches the bottom of the spiral, an internal crane pulls it back to the top of the building to start slowly rotating downwards again.

Kuo says the design is supposed to give less affluent residents a shot at top-floor living, but has not yet worked out how to make the design work without shutting off gas and electricity during the rotation.
