Tender: Construction Partner Opportunity – The HALO Kilmarnock Phase One

The HALO is an imaginative, innovative and inspirational regeneration initiative to revitalise the centre of Kilmarnock and support the growth and resilience of the Ayrshire economy.

It will create a dynamic commercial, educational, cultural, leisure and lifestyle quarter in the town, including a unique Enterprise and Innovation Centre. This multi-faceted regeneration of a 23-acre site, formerly the home of Johnnie Walker, the world’s leading Scotch whisky, will stimulate over 1,800 jobs.

The HALO Kilmarnock Ltd will welcome suitably qualified and experienced contractors to submit an Expression of Interest in its proposed Enterprise and Innovation Centre and associated Phase One infrastructure works.

The scope of work for this stage of the development at Hill Street, Kilmarnock, includes:

construction of a circa 60,500 ft2 split level, steel framed Category A office, with retail space and a café;

infrastructure works including access roads, car parks, a site spine road, footpaths, underground drainage and utilities provision; and

associated hard and soft landscaping works to the Phase One boundary.

To receive a pre-qualification questionnaire, your annual turnover should exceed £70m, and you must have demonstrable experience of delivering works of a similar nature and scale to the works described above. The Phase One works will be delivered on a traditional contract basis, with contractor designed portions.

This is the first HALO project and will be the flagship development for the Halo Urban Regeneration Company. The key drivers for this scheme are to procure a best value construction partner, who can offer innovation and tangible community benefits.
