Contractors revealed for £1.5bn social housing framework

Twenty building contractors have been selected for a Scottish Procurement Alliance house-building framework worth £1.5 billion.

Procured by LHC, the four-year framework will see the development of new build housing projects, including housing, bungalows, flats, apartments, sheltered accommodation, care homes, student accommodation and associated works including land purchases.

The framework is divided into regional lots and by project size with only Robertson Group featuring in every single lot.

Energy, services and regeneration firm ENGIE has been appointed to all local authority areas across East, North East, South West and Southern Scotland.



ENGIE’s regeneration business (formerly Keepmoat Regeneration) is already delivering several key projects across these regions, including refurbishment, energy efficiency and new build, mixed tenure housing projects.

Stevie Nugent, head of business development for ENGIE’s regeneration business in Scotland, describes why the enhanced offer as part of ENGIE was instrumental in securing a key place on this framework.

Stevie said: “This is a fantastic investment programme which will make a positive difference in the lives of local people by improving Scotland’s housing stock in a more effective and cohesive manner. As part of ENGIE, we have capitalised on our experience and skills spanning healthcare, education, urban energy, district heating and regeneration.

“Many of the members of the Scottish Procurement Alliance are established key partners who recognise our capacity to deliver more than just housing. We are looking forward to working with these partners more closely and we are also pleased to be starting work in some new areas of the country where we will showcase the exciting and diverse range of services that ENGIE has to offer.”



AS Homes has been appointed to deliver projects of up to 15 units in west central, eastern and southern Scotland, and 16-49 unit projects in southern Scotland. The appointment will run until April 2022.

Paul Kelly, managing director at AS Homes, said: “It’s fantastic news for AS Homes to have been appointed as a contractor on such an important, large-scale housebuilding framework. We’ve been through a rigorous procurement process and have met all the requirements in terms of quality, technical capability, financial stability and experience in the public sector.

“We already have a great track record of providing high-quality affordable homes for social rental over the last 10 years and are looking forward to building many more much-needed homes across west central, eastern and southern Scotland in the coming years.”

Another successful appointee, CCG, said it will be able to support public sector clients across Scotland for projects of 16 units and above. This is a continuation of CCG’s ongoing involvement with the SPA having successfully delivered over 50 homes through the Nh1 Framework for Perth and Kinross Council (32) and South Lanarkshire Council (22) as well as range of contracts delivered by CCG’s Asset Management division, as part of the KB3 Framework.



CCG chairman and CEO, Alastair Wylie, said: “CCG is delighted to be appointed to the new H1 Framework which will see the long-standing CCG SPA partnership continue for another four years.

“There is no denying that the work the SPA has done in assisting the public sector has been extremely positive, particularly with CCG and the NH1 Framework where we have delivered over 50 affordable homes as well as being live on over 400 with this number forecast to increase over the next 12 months.

“The sector is working hard to deliver on the ambitious target set by the Scottish Government and CCG will continue to work with our partners to continue to provide modern, quality and sustainable housing.”
