Council working with owner of unsafe Blairgowrie building

Perth and Kinross Council is continuing to work with the owner of a former launderette in Blairgowrie to improve the appearance and safety of the site.

The building in Emma Street was destroyed by a fire in October 2022. Fencing and signage were put in place to limit access and secure areas of public space around the building where there is potential risk. 

Despite discussions with the owner since the fire, the council said little progress has been made to clear the site and make it safe.



Following the fire, the council issued a Dangerous Building Notice and engaged with the owner to encourage a clear-up to ensure public safety. The owner indicated they would progress various actions, but few of these have been carried out. 

The site remains secured by perimeter fencing and has warning signage in place, and Building Standards Officers are monitoring the situation to maintain the safety of public areas. The site remains in a poor visual condition.

The council is now taking further steps to encourage the owner to clear the site. The owner has been asked again to take action to clear the area, make it safe, and is being encouraged to redevelop the land.

Building Standards has written again to the owner outlining the council’s concerns, requesting information on the reasons for the delay and asking to meet to discuss the situation. They have indicated that further action should be taken and that a clear commitment should be given.



The site’s appearance is an important issue for the local community, and the owner will be asked to commit to significant improvements.

In the meantime, the council’s Safer Communities Wardens will keep the site on their patrol routes to ensure the site remains secure and to prevent any fly tipping.

Council Leader, Councillor Grant Laing, said: “The responsibility for the building lies with the owner and it is hoped that they will work with the Council to appropriately address the issues.

“I know that the poor state of the building is a concern for the local community. Since the fire we have been encouraging the owner to take action and I hope that we can find a solution that will see the site reinstated to an acceptable condition.”



Local elected member, Councillor Tom McEwan, added: “I understand the frustrations of local people at the state of this site and hope that further engagement with the owner will see positive action. However, if that does not materialise, we will look at alternative courses of action we can take to ensure the site is tidied up and cleared.”
