Glasgow solicitor calls for new Business Premises Renovation Allowance

Sean Fraser, a commercial property solicitor at Holmes Mackillop, has called for the reintroduction of the Business Premises Renovation Allowance (BPRA) to tackle derelict buildings in Glasgow city centre.

The original BPRA, which ended in 2017, offered a 100% initial allowance for costs associated with renovating or converting unused business premises in deprived areas, encouraging their reuse.

Mr Fraser explained: “The reintroduction of BPRA could help bring disused commercial properties back into use while easing the housing crisis by addressing the lack of affordable residential properties in Glasgow city centre.”



He proposes that a new BPRA could be tailored to facilitate the conversion of vacant office buildings into affordable rental housing. This, he argues, could simultaneously address the city centre’s housing shortage and attract residents back to the area.

Furthermore, Mr Fraser believes that a repurposed BPRA could contribute to preserving Glasgow’s renowned, but vulnerable, architectural heritage.
