Earlier this year, reporter David Buylla said he is minded to approve plans by Persimmon to build a further 169 houses at its Lathro Meadows development. The local authority had rejected the application to expand the development amid concerns that sewage water would spill into Loch Leven.

Kinross-shire Civic Trust has now demanded the reporter refuse the appeal for more houses after it heard complaints from residents of tankers being forced to drain sewage from the site.

The group said the deployment of tankers is evidence the existing drainage systems cannot handle more development.

In its letter, a Trust spokesperson said: “Lathro Meadows residents are in a state of anger you are minded to grant planning consent for Phase 2. The drainage problems are clearly not easy to resolve; they have been ongoing for at least 18 months.

“If the system requires frequent intervention – ie the removal of waste by trucks – this must raise questions over the condition of the pipes that have been laid.”

A spokesperson for Persimmon said: “We would like to reassure residents works to facilitate the adoption of the sewer network are our priority and we apologise for any inconvenience.”
